Each kit gives 27 metres of continuous barrier, made up of 3 Skipper tape units (9m of 48mm tape each) plus a dummy end unit and 4 post & base sections.

Why is one of the four units a 'dummy' unit?
The dummy unit closes off the end of a straight run without carrying its own tape reel - it's the same size as the tape units but supplies the fourth post and base rather than another 9m of tape.
