Each receiver plate has an elasticated cord loop that wraps around a post, rail or pipe, plus screw holes if you would rather fix it flat to a wall.

No - the cord loop lets you wrap the receivers around a post or pipe without drilling. Screw fixing is there as an option, not a requirement.
