No. This is the bolt-down (flanged) version excluding bolts, so you will need 9 bolts of your own choosing. A version with the bolts included is also available, as is a concrete-in base.

The guard has a 400mm internal width and stands 900mm tall, so it suits corner columns and pillars up to that footprint. For a taller or shorter column, the ACP1, ACP2 and ACP11 protectors cover other heights.
