Fully coated. The nitrile dip covers the whole glove, not just the palm and fingers, for grip and liquid resistance on the back of the hand as well.

What does the EN388 2016+A1:2018 rating mean?

It's the mechanical risk standard for gloves, covering abrasion, cut, tear and puncture resistance. This glove is rated 3121X under that standard.

Are these gloves waterproof?

No. The nitrile coating resists general liquids and oils, but the glove isn't rated to EN 343 for waterproof protection, so it isn't suited to prolonged wet-weather work.
