What does the activated carbon layer actually do?

It improves absorption of nuisance odours, organic vapours and welding fumes as you breathe through the mask. It does not change the FFP2 particulate filter rating, which is what protects against dust and aerosols.

How is the P223 different from a standard FFP2 mask like the P203?

The core FFP2 NR D filter and Dolomite clogging rating are the same. The P223 adds the carbon layer for odour and vapour relief on top of that dust protection.

Can I reuse this mask?

No, it's a single-shift disposable respirator (NR rating), not designed for reuse. Discard it once it becomes damaged, dirty or hard to breathe through.

Will it fog up my glasses?

The adjustable nose bar lets you shape the mask to your face, which cuts down on fogging, though some fogging in humid conditions is normal for any cup mask.
