Stops the sag mid-span
The bending happens in the middle of the shelf, and that is where a 25mm deep section does the most good.

It sits under the shelf, so a bay looks the same from the front as it did before.

Fitting a stiffener is quicker than adding an upright and a third bracket, and it does not change the shelf spacing.

The fix for a shelf that bows
Bracket ratings describe what the bracket will hold, not what the shelf will do between them. Put a metre of board on two brackets and load it with tins or files and the middle drops long before either bracket is troubled. The usual answers are a third bracket or a thicker shelf, and both mean redoing the bay. A stiffener fixed up into the underside adds the depth where the bending happens and leaves the bay as it is.

It stops the shelf bowing between the brackets. The brackets carry the load at each end, but the shelf itself has to span the gap, and a board shelf will bend in the middle under dense stock well before the brackets reach their rating.

Yes, and that is a common use. Take the load off, let the shelf come back as far as it will, fit the stiffener and reload. A shelf that has been badly overloaded for a long time may have taken a permanent set.

On most spans, one along the middle of the shelf is enough. A very wide or very heavily loaded shelf may want two, or a third bracket instead.
